Though they posed no immediate, direct threat to the Culture, the Culture declared war because it would have felt useless if it allowed the Idirans' ruthless expansion to continue. The Culture's decision was a value-judgement rather than a utilitarian calculation, and the "Peace Faction" within the Culture seceded.
