==== Opium ==== Liu reportedly called opium cultivation the "lifeline" of the 24th Army and derived much of his income from the drug, which was traded and later cultivated on a massive scale. The opium business became extremely profitable after 1936 when the central government started aggressively suppressing production within the Sichuan basin, making opium grown by the Yi in the Xikang highlands extremely profitable. Lawson went as far as to conclude that the Kuomintang's anti-opium campaign was arguably "another form of assistance that the national government granted Liu Wenhui". A similar period of suppression in the lowlands coinciding with an opium boom in the highlands was also documented from 1906 to 1911 under the Qing dynasty. Cultivation of opium in Kham began after 1936, spreading to Liu's territories around the early 1940s. Liu Wenhui profited greatly from this illegal trade, and was able to fund his military and economic projects through opium sales. In 1940, he was alleged to have struck a deal with the Yunnanese governor Long Yun that let tariffed opium from Yunnan pass through Xikang en route to Sichuan. Later, this trade would decline as Xikang became a major opium producer in its own right. Historians including Lawson have so far been unable to place an exact amount on the income that Xikang gained from opium; only that it was probably at least as much as the subsidy Xikang received from the central government.
=== Medicare === Inhorn was also involved in the implementation of Medicare, which was enacted in 1965 as a new federal program to provide health insurance to citizens over age 65. As the largest health care program ever undertaken by the U.S. government, Medicare required quality assurance practices for all facets of its healthcare provision. Soon, another bill was passed called the Clinical Laboratory Improvement Act of 1967, requiring QA practices in the delivery of laboratory testing. To develop the regulations for CLIA-67, a meeting was held at the Communicable Disease Center, CDC (later renamed the Centers for Disease Control and Prevention). The Social Security Administration was also involved, and charged with defining personnel standards for laboratories, such as Director, Supervisor, or Technologist, based on education and experience. Inhorn was selected in 1973 to chair the committee to develop an exam for cytotechnologists who had on-the-job Pap smear training, but not the formal university education required by the new Medicare-related QA standards. Inhorn was also selected to chair the Proficiency Testing Committee, which had the responsibility to fashion a program that would define the frequency of testing, the number of samples, controls, standards, scoring methodology, passing grades, and requirements to continue provision of services for each specialty. Furthermore, Inhorn was selected to help the CDC, given that there were few established standards and methods to use in assessment of medical laboratory performance.

Under the authorship of its founding CEO, NCCD published India's minimum system standards and guidelines for cold chain infrastructure. NCCD also conducted the country's first ever cold chain infrastructure assessment, which thereafter formed the basis for future strategies in India. In 2016, NCCD was designated a knowledge partner of India's inter-ministerial Committee for Doubling Farmers' Income, with its CEO as a member of this historic Committee. NCCD has undertaken projects to demonstrate the efficiency of cold chain in connecting farmers with markets across India's sub-continental distances. Such projects also documented higher incomes for farmers and lower food losses and carbon footprint of the supply chain.
